As including a package can be quite different depending what
distribution you put it into (consider for example the case that the
different distributions can have disjoint components) and as the include
command is not really prepared for those differences, this is not very
likely to be implemented anytime soon (and not even very likely to be
implemented at all).

Note that processincoming support somethine like that. You can have
an upload queue that has fields like

Multiple: yes
Allow: everywhere>squeeze everywhere>wheezy everywhere>lucid ....

(plus the of course the usual Name: and *Dir:s) to have packages to
be put into all those distributions at once.
