Argh. Is there a setting (I thought it is the default in Debian) to tell
Setuptools “never access the network for any reason” during the package
build?

Agreed. (And it is a constant source of trouble for maintaining
Python/Ruby/etc. packages).

Thank you for the recommendation to add a build-dependency on
‘python3-setuptools’.
