I've got a similar behavior here. When I try your trick (both debian-installer/keymap=de and keymap=de), this layout is selected and available after the installation.
But it doesn't work with French keyboard ("fr" value for the options).
When I restart the freshly installed wheezy, the keyboard layout is set
to "us" in /etc/defaut/keyboard.
Any idea ?
