Bit quick re-assigning this joey.
The reason why foo.doc-base.EX uses EX was because .ex got confused
with the lower case one.  Is this still the case (which means it has to
remain .EX) or debhelper is fine about those now?

This was about an ancient debhelper bug that tried to install
package.doc-base.ex files, probably a few years ago now.
