Requesting database sweep (garbage collection) does nothing and returns no 
error. This makes it impossible to run scheduled sweeps when load is low and 
the only garbage collection can happen at runtime, when garbage is encountered 
by some transaction. Having the sweep at scheduled low-load times is important 
for moving the load generated by garbage collection off the busy hours.
