This doesn't help my much diagnosing the problem you are reporting.
I strongly believe it's a configuration issue: logs and a better
understanding of how the configuration file that you attached applies to
your machine would help me help you.

Or else is this report a wishilist to have the default policy changed
(like you suggested in other parts of your original report)?
