As I need chrpath to work for cross-building 9or at least not get in
the way, I noticed this and packaged up 0.14 to test.

The package is here:
http://people.debian.org/~wookey/bootstrap/ubunturepo/pool/main/c/chrpath/

I
1) added a watch file so new tarball releases like this can easily be
dealth with
2) Updated packaging for a couple of added/removed files
3) Set the package to be Multi-Arch: foreign so that cross-build
dependencies work.

I'm not entirely sure that chrpath will now with will all architecture
cross combinations, but it seems to work for the common ones I just
tried of amd64/arm64 amd64/armel amd64/armhf. The latter two were
broken with 0.13. We may still have a little-endian/big-endian issue,
or is that expected to work now too?
