No, fuzzy translations aren't used. This is what fuzzy is about: help
translators by using something "close enough" in the translation
(based on previous translations or non fuzzy translations of other
strings).

You may want to read about "fuzzy matching" to understand how all this
works.

So, fuzzies are not "suggestions", they are....fuzzies..:-)
