I was going to clone this bug to fork this specific unrelated part off the original bug, but I wanted to check first, so I had a look. And I have good news. There is no .pot file in the current packaging Git repository. Instead, there are per-language .ts files in the src/translations directory. If I read the Git log correctly, those files were all updated last time the code was changed, in December 2011. So, it seems to me that this specific part of the original issue (that is, outdated .pot file) was fixed.
