Provides should not be a problem here, because we need a strict dependency on a real package to ensure the /u/s/d/PKG symlink is not dangling. Or is it allowed to install * /usr/share/doc/FOO/copyright (where FOO is *not* the name of a binary package) * /usr/share/doc/VIRTUAL/copyright (where VIRTUAL is a purely virtual package) and then have /usr/share/doc/$PKG > FOO (or VIRTUAL)?
