The example configuration sshd_config in /usr/share/doc/openssh-server/examples/ sets the Subsystem sftp to /usr/libexec/sftp-server. The actual binary is shipped in /usr/lib/openssh/sftp-server. This is slightly confusing, probably a default from upstream.
