gnome-desktop-item-edit binary should be moved from gnome-panel into separate package, there are several requests about this already, see: https://launchpad.net/ubuntu/+source/alacarte/+bug/975299 http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=319417
