Hello Andrea! The "upstream developers" and the Debian "maintainer" are both myself for CellWriter. However, I don't believe I can upload the new version to Debian by myself. I've had the help of Nelson A. de Olivera in the past by lost contact with him back in January. I should have found another sponsor, but I'm afraid I've been distracted with one thing after another and have been putting it off. :-\
I will ping Nelson again, but if he does not respond I would appreciate whatever help you can give in finding a new sponsor and getting the package up-to-date!
