It is indeed what is happening.

That is correct, *if* I start update-menus manually while Synaptic is running.
If I don't, update-menus won't be run at all, and the Debian menu won't be
updated. This seems to at least partly defeat its purpose, especially since I
seem to remember that the Debian menu did get automatically updated in the
first days after I installed Debian.
