Policy section 11.4 says that every program that launches an editor should
fall back to /usr/bin/editor. vipw, though, always falls back to "vi".
Fixing this is trivial in the code, but slightly more involved in the
documentation since all the translated man pages for vipw(8) need to be
updated.
