   * What led up to the situation?

Installing python-mode used to install doctest-mode and pycomplete.  They have
now been moved to test/ and completion/ and are no longer packaged.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

On Ubuntu Quantal, sudo apt-get install python-mode

   * What was the outcome of this action?

python-mode.el was installed but other expected elisp files were not.

   * What outcome did you expect instead?

In previous releases, doctest-mode.el and pycomplete.el were installed.
