Thanks for the report. Did you try other daemons? From a quick
glance at the init script, I'd guess that the bug is only if the
parameter is "watchquagga" as this one is not in the following line
of the init script:

  DAEMONS="zebra bgpd ripd ripngd ospfd ospf6d isisd babeld"
