The problem has now worsened. The temperature difference has risen to between 15C & 20C greater than it should be. The problem also occurs with the Nouveau driver.
All software readings give the same result, e.g. lm-sensors, Mate sensors applet, nVidia settings. Unfortunately, nVidia are unable to help as they do not have my video card to hand for testing.
