Now this is also reproducible with "emacs -Q foo".

Actually, to avoid the bug, upstream says that one needs to change
the value of xterm-extra-capabilities, e.g. by setting it to t. But
here this has no effect, e.g. with

  emacs -Q -eval '(setq xterm-extra-capabilities t)' foo

I can also reproduce the bug with upstream's GNU Emacs 24.2.1.
