Bug#293597: mailx dependency in postgresql-client

I notice the changelog entry for version 7.3rel-7 includes the following 
paragraph:

  * The installation scripts mail configuration problems and upgrade
    problems to root.  Therefore we need a dependency on mailx which
    provides /usr/bin/mail.   Closes: #172689
I believe postgresql-client already outputs the problem report to stderr 
in the postinst, as well as mailing it.  I think it's desirable for the 
dependency on mailx to be removed, and for the postinst to be made to 
cope with a missing /usr/bin/mail.
