No, as far as I can see, nothing unusual.

Yes, defaultEncryptionPolicy is also from enigmail (see
extensions/enigmail/ui/content/enigmailEditIdentity.js in the source).
However, I also have it set to 0, so this is nothing unusual.
encryptionpolicy is not from enigmail, at least not from current
versions as I cannot find the string in the source. However, this value
is also set to 0 in my profile, so it cannot be the culprit.

Do you use IMAP or POP3?
