There are two problems with that - a) ftp-master don't remove things from testing (and indeed that bug doesn't actually request that anyway) and b) #673623 was still marked as affecting the version in unstable. Apparently the versions on #673623 were wrong, but by the time that was fixed the automatic freeze exception had expired. We're now six weeks in to the freeze and ns3 hasn't been in testing for about 10 months, so is effectively a new package. I realise the circumstances are unfortunate but at this stage of the freeze we generally wouldn't be looking at adding new packages.
