apt-dater-host includes a config file

installing apt-dater-host would modify that behavior, as it is just a
program invoked by apt-dater.
I do not think that this is correct. Current apt (wheezy) also installs
a cronjob which updates the package list every day.
in other words: updates using apt-dater are just as manual as updates
using apt-get -- more centralized, but still manual. having everything
pre-downloaded is convenient to the apt-dater user, but no more than to
the apt-get user, and it is with reason that apt normally doesn't
auto-download.
.. and I also think, that this is not the optimal usecase. apt-dater is
meant for updating/keeping up to date/install per group etc on servers,
not for desktops or clients with a pay-volume (and apt-get update does
not generate so much traffic).
please remove that automation, or make it a debconf option defaulting to
off.
You still could remove this cron.d, debconf question is not required here.
