Please make sure, starting blueman-applet in a terminal gives you the
following line:
Using gconf config backend
If that's the case, run
gconftool-2 -g /apps/blueman/transfer/shared_path
to get the configured path (install package gconf2 if necessary).
If it gives you a path (otherwise there's definitely something wrong
with the configuration), check if it exists and whether its readable and
writable for the user running blueman-applet (should be you). There
should be a file .dbus/session-bus/* in that path, last modified at boot
time.
