Feature requests with specifics would
help here.  It has been on our list to
improve the ability of external PDL modules
to tie into the base on-line docs capability.
Work is driven on a case-by-case basis until
a general solution is found.  (However, without
case-by-case reporting, we can't even
coordinate with the module authors on the
issue).

When installing packages of pdl modules that
use only pure perl/pdl (no pdl PP code) and install
files in /usr/share/perl5/PDL, the pod
documents are not added to the pdl document
database. I see this when installing locally
packaged pdl module distributions. I can supply
some of these packages if requested.

The file

  /var/lib/dpkg/info/pdl.triggers

contains only the line

interest /usr/lib/perl5/PDL

perhaps using instead

interest /usr/lib/perl5/PDL
interest /usr/share/perl5/PDL

would solve the problem.
