Well, there are several levels of being "quiet" in gnupg. This is well known and AFAIK a few Debian and Ubuntu bug reports complain about this, but upstream authors have decided to not change the behavior. However, your problem maybe partly is related to the wrong ordering of options. The string "requesting key ??? from ??? server ???" should not be printed if --quiet is used according to g10/keyserver.c. I'll check again asap.
