Do you have the configuration option "enable_fingerscroll" set to True?
Try opening the advanced configuration editor (from the preferences
dialog) and search for the option, then disable it. After a restart of
gPodder, the behavior (which is intended for some Gtk-based platforms with
touchscreen support) will be gone.
More recent versions of gPodder do not have this option anymore, that's
why you don't see this problem on newer gPodder versions.
