KVM doens't look for cpus-x86_64.conf where Debian puts it:
$ strace -e trace=file kvm -cpu ? 2>&1 |grep -F .conf
open("/usr/share/kvm/cpus-x86_64.conf", O_RDONLY) = -1 ENOENT (No such file or
directory)
open("/etc/kvm/qemu.conf", O_RDONLY) = -1 ENOENT (No such file or directory)
open("/etc/kvm/target-x86_64.conf", O_RDONLY) = 3
