Package: systemd
Version: 44-2
Severity: normal
File: systemd-journald

systemd-journald reacts to the removal of /var/log/journal by logging to /run
I know of no other way of configuring this.

If this is to remain the case, then the existance of this folder is a
configuration
setting, and upgrades should not override it.
