I can verify this as well. I think it is related to the sample rate and not the bit rate however. Sample rates of 22050 cause stuttering in the sound and this to be displayed on the console:
ALSA lib pcm.c:7339:(snd_pcm_recover) underrun occurred

One fix is to enable the sample rate converter plugin with audacious and set the rate to 44k or 48k.
