I'm not sure this one is really a bug in dpkg. As it states in the man page, dpkg-query only uses /var/lib/dpkg/status which only contains informations about packages that are or were at one time installed (probably this explanation leaves out some cases, don't know the exact behaviour...) so it is likely that in case the package just wasn't known to dpkg-query.
