Hi,
Thank you for your report.
This is caused by I am not connecting this to the maintainer of the
package depending on opencv.
And the package depending on pkgconfig or cmake is written to
README.Debian so that it may be dependent on libopnecv-dev.
Moreover, when correction specified by you is made, made dependence loop.
Therefore, this is not corrected in order that other problems may occur.
