I think that at this time in the game, qemu-ga should be shipped from qemu source package, not from qemu-kvm. We discussed plans to stop shipping qemu-kvm source package and provide it as a patch for qemu, -- as long as qemu-kvm isn't fully merged with qemu upstream. For version 1.1 of qemu, the only noticeable features which are still not in qemu are - PCI device assignment and full in-kernel irqchip support (the latter is more or less merged, but not enabled by default), so we're very very close.
