I guess »info gettext« or GNU Hello (as example) should be a good
starting point. Beyond that I'd ask the gettext maintainer or po4a
maintainers (which are usually very helpful).
I'm not an autotools expert myself, sorry.
Once translation is in place do not hesitate to contact me for the
German translation (which I might forward to the German translation
team).
