Since a long time now htp was in the to-be-removed list and just a few days ago I got an email that it had been officially removed from testing. Considering that I don't use it anymore and that popcon always says there are -1 users... I don't know if it is worth further maintaining. That said, feel free to take over the package if you use htp or have an interest in maintaining it.
