All my hotplugged usb devices are owned by root and only
writable by the superuser. This can't possibly be the way this is
supposed to work.  A user needs to be able to plug-in a usb stick and
have write access to this stick without having root access.

As far as I can see this is not a dup of #544900 since in that thread
it states that the device is owned by root, but the user still could
create directories on the device, whereas I cannot (see below):
