3.8.13rc2 was released over the weekend with an additional fix on top of the first fix in rc1. The relevant bugfix patch is:
https://github.com/bestpractical/rt/commit/38093f9f rc2 also includes a small doc fix. I don't believe the above patch is in -squeeze2.
