Require nspr4 >= 2:4.9-2
It's not clear why, but with the new nspr build the renderer does not
crash any more trying to call PR_CallOnce during NSS initialization.
With version 4.9-1 the crash is still 100% reproducible. Add a
dependency to reflect this.
