Agreed - I was hoping it was something obvious.

I just tried
apt-get purge tftpd-hpa
apt-get install dnsmasq
apt-get install tftpd-hpa

and it worked.
I think this is called a "glitch".

I do remember running
start-stop-daemon -v --start --oknodo --exec /usr/sbin/in.tftpd -- --listen --user tftp --address 192.168.0.1:69 --secure /srv/tftp

and getting something like error 27, but I couldn't swear to it.
