Correction: libtiff5-dev 4.0.1-6 has a .pc file, but it does not provide libtiff-dev as I mentioned earlier. At this moment, it will only work to change your build dependency to libtiff5-dev if nothing else you build-depend on depends on libtiff4-dev or libtiff-dev. I hope to get this problem resolved, but I'm not sure how to do it yet.
