True, and it will most likely never be. There are already too many
questions.

If you accept the new file. Better results are usually obtained by
using the three-way merge option, but I don't know how to persuade ucf
to offer that option as default.

It certainly can, the question is at which costs. Who is going to
maintain that permanent deviation from upstream which needs to be
properly and prominently documented as well?
