I am experiencing exactly the same problem. Symptoms are: - /etc/resolv.conf is constantly recreated; - NetworkManager has a very high CPU usage (>50%). strace shows that it keeps chatting over a netlink socket; - it floods syslog, even more in debug: it clearly loops. NM seems unable to handle properly the RA from my router.
