AFAICS, phonon ends up in Depends because of the build dependency on
libphonon-dev and Depends: ${shlibs:Depends}. Getting it out of
Depends would probably mean to drop the build dependency and patching
goldendict.pro, and that's a step I don't want to take in an NMU
without knowing the package better.
So I'd rather leave this to the maintainer or someone else who's more
knowledgable in this area than me.
