Hi, cdbs now has a debian/control autogeneration feature. You enable it by using DEB_AUTO_UPDATE_DEBIAN_CONTROL (see the source for details).
With this feature, dependencies (versioned when needed) for debhelper, bzip2, autotools-dev, gnulib, or even cdbs itself are added to debian/control. Does that solve your concerns?
