I think this is a well-known behaviour of screen and affects all versions in all releases (I tested from lenny to experimental). I can think of many reasons one could want screen to behave this way. For example, if the scrollback buffer is small not blocking the output could result in not being able to scrollback at all. If you really need to be sure not to block the server by mistake the only workaround I know is to disable copy/scrollback mode completely by unbinding esc in configuration file.
