Hi! I'm facing the same problem as Vincent and Julien and I agree with them: a normal user (not an admin) should be able to create its own connections especially for new wireless networks.
On a laptop shared by several users it's annoying to have to add all the users in the sudo group in order just to let them connect to the wireless networks they will find on their way (of course you can pre configure all the wireless networks they will find). There is a special policy kit permission for this: org.freedesktop.NetworkManager.settings.modify.own. It would be good if there was a check box (unchecked by default) named "Make this connection available for all users" in the configuration dialog of new wireless connections and the admin password would be asked just in case that check box is ticked.
