Hi Thomas,
The reason for debhelper 9 the upcoming Debian Relase where hardened
build flags are a target. With debhelper 9 the transition to
dh(1) style debian/rules and build flags is easier:

If you still think that 8 is more appropriate, please confirm and I'll
update accordingly.
