make-kpkg no longer recognizes "armel" as a valid parameter to the
--arch switch: passing it causes the following error when trying to do
anything:

debian/ruleset/misc/checks.mk:36: *** Error. I do not know where the kernel 
image goes to [kimagedest undefined] The usual case for this is that I could 
not determine which arch or subarch this machine belongs to. Please specify a 
subarch, and try again..  Stop.

This is due to the following part of the changelog:

>     - Merge armel.mk into arm.mk

But armel.mk was not "merged" into anything, it was purely removed,
along with its functionality!  There is not mention of armel anywhere
inside arm.mk.

(Using --arch arm does not work either, since it produces a .deb with
"arm" rather than "armel" architecture.)

[Rationale for marking severity as "important": this bug makes it
impossible to compile Debian kernel packages for armel.  Not marking
as "grave" because other architectures are still functional.]
