Preseed files can be used by the Debian user to automatically
answer questions of the Debian installer (d-i) or any other
debconf questions.  It is a simple means of automising the
Debian installation.  So debian-el seems better to me.

AFAIK, there is no standard extension, but most people seem to
use ".cfg".
