mksdosfs won't automatically create a fat32 filesystem:

Given how large hard disks are these days (sda in this case is the smallest
I own, 20GB), how ubiquitous Win95 and beyond are, and how mature Fat32
support is in Linux, I would say that any time an explicit Fat size hasn't
been specified (-F) and Fat16 won't work, Fat32 should be automatically
selected.
